“3,000. There’s been some rotations.”
Tom Homan paused at the podium. A reporter had asked how many federal agents were operating in Minneapolis.
“I’ve met a lot of people, they’ve been in theater, some of them have been in theater for eight months.”
In theater.
Aaron Fritschner, deputy chief of staff for Representative Don Beyer, saw the clip: “’In theater’ like they’re landing marines at Guadalcanal or something.”
Military deployment language. Rotations. Stress relief. The terminology used for combat zones overseas—now applied to an American city.
Gregory Bovino had improvised his way through Minneapolis, contradicted by video within hours of every claim. Two citizens were dead in seventeen days. Narratives collapsed faster than they could be constructed.
On January 27, 2026, Trump called Homan and asked him to deploy. By Monday evening, Homan was on the ground. By January 29, he was holding a press conference.
“I didn’t come to Minnesota for photo-ops and headlines.”
The implicit Bovino criticism was unmistakable.
The hammer is gone. The commander is in theater now.
The 40-Year Mission
Tom Homan joined the Border Patrol in 1984 at 23. He’d been fishing on the St. Lawrence River near the Canadian border when he struck up a conversation with an agent. Before that, he’d been a police officer in West Carthage, New York, like his father and grandfather before him.
Forty years later, he knows every lever in the machine.
1984-2013: Homan rose through INS and ICE ranks. 2013-2017: He became the Executive Associate Director for ICE Enforcement and Removal Operations—appointed by Obama. 2017-2018: Trump made him Acting ICE Director.
In November 2015, President Obama presented Homan with the Presidential Rank Award as a Distinguished Executive—the federal government’s highest civil service honor. The citation: deportation efficiency.
Obama gave Homan an award for making the deportation machine work. Trump removed the constraints.
After leaving ICE in 2018, Homan spent five years at the Heritage Foundation. Those weren’t retirement years. He developed detailed operational plans for mass deportation, contributed to Project 2025’s immigration chapter, appeared on Fox News hundreds of times, and built relationships with Congressional Republicans. When Trump won on November 5, 2024, Homan was ready. By November 11, Trump announced him as Border Czar—a position requiring no Senate confirmation, no extensive FBI background check.
This wasn’t improvisation. This was prepared state capture.
“If you’re in this country illegally, you should be looking over your shoulder,” Homan has said. “It’s not OK to enter this country illegally—it’s a crime.”
This isn’t a Trump creature. This is a 40-year career bureaucrat who served both parties, was rewarded by both parties, and now operates without the limits either party previously imposed.
Zero Tolerance
In April 2018, Homan and CBP Commissioner Kevin McAleenan formally advised DHS Secretary Nielsen to implement “Zero Tolerance”—the policy that separated approximately 5,500 children from their parents at the Mexican border.
On 60 Minutes in November 2024, Homan was asked about the policy.
“Families can be deported together,” he said.
When pressed—deporting U.S. citizen children is legally impossible—Homan didn’t deny it. He framed it as the parents’ “choice.”
As of April 2025, 1,401 children remain without confirmed reunification.
In 2025, according to the American Immigration Council, 32 people died in ICE detention, more than the previous four years combined. When asked about the deaths, Homan was unbothered:
“I’m unaware of that, I’m not aware of that. I mean, people die in ICE custody, people die in county jail, people die in state prisons.”
Process, not people. The bureaucrat’s defense.
The pattern is clear. When criticized for cruelty, Homan doesn’t apologize. He extends the cruelty.
The Network
On February 25, 2022, Tom Homan was scheduled as a keynote speaker at Nick Fuentes’s America First Political Action Conference—the annual white nationalist gathering.
He arrived at the Orlando World Center Marriott. He sat at a table waiting for the conference to begin. He claims he Googled Fuentes, saw the white nationalist designation, and left before speaking.
When HuffPost followed up, Homan called back to clarify:
“I’m not saying this is a bad group. I don’t know.”
What happened after he left: Fuentes praised Adolf Hitler from the stage. The crowd chanted “Putin! Putin!” Marjorie Taylor Greene gave a speech. Speakers called for Dr. Fauci to be hanged.
On October 12-13, 2024, Homan spoke at the Rod of Iron Freedom Festival—a pro-Trump event run by Pastor Sean Moon’s gun-worshipping Moonie splinter cult. Moon clutches a gold AR-15 during sermons and wears a crown of bullets.
Fellow speakers included Sebastian Gorka, Jack Posobiec, General Michael Flynn, and Ivan Raiklin. The venue gave away a “Trump Rifle.”
“If I offend anyone here today, I don’t care,” Homan told the crowd.
Per The Progressive and Bucks County Beacon, he “went on a disturbing rant about what he called the ‘great white replacement theory.’” He promised the “biggest deportation operation ever.”
He’s a senior fellow at FAIR-affiliated organizations tied to white nationalist founder John Tanton. SPLC Hatewatch documented multiple meetings with Proud Boys associate Terry Newsome.
Homan doesn’t associate with one white nationalist-adjacent organization by accident. He associates with multiple, repeatedly, over years.
Same network. Same conferences. Different applications.
The $50,000 in the CAVA Bag
The FBI wasn’t investigating Tom Homan. They were running an unrelated investigation when Julian “Jace” Calderas—a former ICE official who worked under Homan during the Obama administration—told undercover agents that Homan was “for sale.”
Calderas co-owned XFed Global, a Texas-based detention services and government contracting firm.
In May 2023, Calderas proposed to undercover FBI agents posing as businessmen that Homan could help them win federal contracts—for $1 million—if Trump became president again.
On September 20, 2024, they met in Dallas. FBI agents recorded the encounter. Calderas accepted $10,000. Homan accepted $50,000 in cash. The money was placed in a bright yellow CAVA bag—the fast-casual Mediterranean restaurant chain.
On November 11, 2024, Trump announced Homan as Border Czar. A position requiring no Senate confirmation. No extensive FBI background check.
In January 2025, the investigation was “indefinitely stalled” after Trump took office. In February 2025, Emil Bove—Trump’s former personal lawyer, now acting deputy attorney general—told DOJ officials he “did not approve of the investigation.” FBI Director Kash Patel and Deputy Attorney General Todd Blanche officially closed the case. A Trump appointee called it a “deep state” probe.
White House Press Secretary Karoline Leavitt initially denied Homan took the money. Then she walked it back, characterizing the sting as FBI agents “going undercover to try and entrap one of the President’s top allies.”
Homan’s response:
“I did nothing criminal. I did nothing illegal.”
He has not denied keeping the $50,000.
Homan’s financial disclosure filings show no record of a $50,000 transaction—a potential federal disclosure violation.
The True Believer
The mission supersedes everything.
“We’re going to do this operation without apology,” Homan has said. “We’re going to make our communities safer. If they don’t like it, then go to Congress and change the law.”
On August 13, 2025, he said it explicitly: “President Trump doesn’t have a limitation on his authority to make this country safe. There’s no limitation.”
Humanitarian appeals don’t work on someone who believes deportation is righteous. Homan genuinely believes he’s doing God’s work—literally. At the September 2025 National Conservatism Conference, he shared a stage with Doug Wilson, the Idaho pastor whose theological network planted Cities Church in St. Paul—where ICE Minneapolis Director David Easterwood preaches on Sundays. The same DHS that runs “Here Am I, Send Me” recruitment campaigns draws from Wilson’s vision of Christian dominion.
Legal constraints are obstacles, not limits. When Homan says “go to Congress and change the law,” he’s not acknowledging boundaries—he’s dismissing them.
The disconnect is total. Homan discusses family separation, mass detention, deaths in custody in purely procedural terms. No moral weight. No recognition of suffering. Just process.
This allows him to implement policies that would psychologically break officials with normal empathy and human decency.
This is why he’s more dangerous than Bovino.
Bovino improvised. Homan commands. Where Bovino lied clumsily—contradicted by video within hours—Homan lies strategically. Seth Abramson analyzed Homan’s January 29 press conference and counted approximately 20 false statements in the first four minutes alone. Claims about criminal justice statistics, ICE operations, protesters, Democratic positions. Each one technical, layered, requiring sustained fact-checking to unpack.
Bovino had a 12-month escalation arc. Homan has a 40-year mission.
Bovino was a use-of-force specialist who could be embarrassed—”THIS IS OUR FUCKING CITY” became a liability. Homan cannot be shamed.
The Press Conference
January 29, 2026. Homan’s first public appearance in Minneapolis.
“I have been on the ground less than three full days. I got here Monday. The President of the United States called me Monday morning and asked me to deploy here. I got here Monday evening, and I am staying until the problem is gone.”
“My main focus now is drawdown. The withdrawal of law enforcement resources here is dependent on cooperation.”
“We will conduct targeted enforcement operations—targeted; what we’ve done for decades.”
“I don’t want to see anybody die. Not officers, not members of the community, not the targets of operations.”
“No agency or organization is perfect, and the president and I, along with others in the Administration, have recognized that certain improvements could and should be made.”
The language of de-escalation. The framing of reasonableness.
But the implicit threat remained: cooperation or occupation continues. The same “targeted enforcement” language used before the killings, now offered as the solution.
And the next day, when asked about agent numbers:
“3,000. There’s been some rotations. I’ve met a lot of people, they’ve been in theater, some of them have been in theater for eight months.”
Eight months. That predates Operation Metro Surge, which began in December 2025. So, he is thinking about this whole series actions across democratic cities as a part of a single military style action.
They didn’t send Homan to Minneapolis because the situation was out of control.
They sent him because Bovino lost control of the narrative.
Minneapolis proved the walls can hold against a hammer. The infrastructure survived Bovino’s improvisational brutality—the whistles, the Signal chats, the documentation networks, the marches, the garage. The same infrastructure that helped Stella Carlson (Pink Jacket Lady):strangers opening doors, trading coats—survived everything he threw at it.
Can they hold against a commander?
Stephen Miller designed the machine from Washington. Homan knows how to run it. Forty years of institutional knowledge. He knows the legal authorities, the operational capacities, and the bureaucratic processes. He knows how to push the system to its limits.
He also knows what he believes: that deportation is righteous, that resistance is lawlessness, that “aggressive traits are gifts from God.”
The same infrastructure that resisted Bovino now faces someone who won’t be embarrassed by video, won’t be shamed by humanitarian appeals, and won’t be deterred by legal constraints.
February 13: DHS funding deadline. Without a continuing resolution or appropriations bill, the department loses operating funds. Congress has leverage—if it chooses to use it.
The hammer is gone.
The commander is in theater now.
