I bet you are good at puzzles. Regarding the use of personal emails. I agree with all your points but quibble with the conclusion that using personal emails elevates your behavior about the law. Maybe no public disclosure laws apply but people have responsibility not to break laws as a private citizen too. I may be naive. I'm not a lawyer.
